On the context of transformation that Chinese society is from a traditional society to a modern social, the emergence of rural elites is inevitable. The rural elite because of its unique advantages in resources, having a higher risk of capacity in operation, often played an exemplary role in the lead as to promote changes in rural communities as a major force. Combing on the existing literature at home and abroad, this study is based on field research .I select in Chengde City, Hebei Province, a rural area– He village , a medium-developed regions, a representative village . On the ground for the study villages, the rural elites were depth and systematic studied. The study of specific methods and data collection method is participant observation, depth interviews, focus group interviews, literature research method, key interviews.Through the research on He village , I analysis of the rural elites risks faced by its own . Political elites is including the risks, governance behavior inconsistent with the law risk, reputation risk and the risk of losing the authority of elders. Economic elite is facing the risk of market participation activities, interpersonal relationships risk; social elite risks including reputation risk. In particular, the study pointed out that women's social elite special risks assumed. That rural elites to cope with risks and decision-making mistakes at the same time enhanced the vulnerability of rural households. Village Governance in the self-serving elite mixed altruistic behavior led to the village improvement of the ability to cope with risks. At the same time due to lack of public awareness of the elite, as well as role ambiguity result in the loss of public goods, the rural elite factional conflict in the village reduced ability to resist risks.And to explore ways to solve the problem, namely, institutional , policy response to the risk of the village elite, that elite incentives to improve the implementation of accumulation of democracy, the elite-dominated governance into the legal framework it. We should circumvent the rural elite to the villagers, community development, adverse effects, while encourage the positive role of the play, give full play to the elite in the household, community-based risk should play a positive role. It is undeniable that, as a result of failure of public policy outside the community of the village elite within the community needs to bear the risk, we need to take rural elite as a public good to look at and take the elite management model of governance as a transitional look . The elite-led governance model has led to the public governance paradigm shift of the inevitable trend.Full-text includes the following five major components。The first part is introductory, including the main background and presentation of a study of the problem at home and abroad Survey. To define the core concepts .and describes the field selection and use of information obtained by the Institute of specific methods.The second section analyzes the the risk of different types of rural elite. Analysis of the political elite, economic elite, the elite social elites were three types of villages in the risk.Part III focused on analysis of the rural elite farmers cope with risks in the role, that is, in some respects improved the capacity of farmers to cope with risks, in some respects reduced the capacity of farmers to cope with risks.Part IV discusses the rural elite in the community should play a role in risk, that is in some ways to enhance the vulnerability of the community structure, in some ways weakened the structure of the vulnerability of communities.Part V explains how to respond to political elites, economic elites, the risks incurred and to explore how best to fight against the elite to play a positive role in the community risk.
