Academic research on rural issues put the focus on rural elites since1980s. Rural elites are the most excellent group in rural area. Academic research on such group can bring new breakthrough for rural issues. Existing research mainly focus on the inside of rural society, while neglect rural elites flow. Rural elite mobility is a widespread phenomenon in current China and from the perspective of mobile can be more comprehensive and thorough when doing research on rural issues.This article specifically describes the flow of rural elites, and then addresses this phenomenon from the micro, meso and macro levels of social capital. Through the case study of village D, H and L, this article describes the specific connections between various elements of social capital and rural elites flow, and then discusses how to boot rural elites flow rationally in the context of villager’s autonomy.This article can be divided into six parts. The first part is the introduction about rural elites flow and social capital, and also describes the research methodology and sample profiles. The second part discusses the mobility of rural elites within and outside rural areas. Chapter three analyzes the flow of rural elites from the micro level of social capital (such as social networks, trust), then points out elites mobile primarily rely on strong relationships and special trust relationships. While chapter four clarifies the connection of meso social capital and rural elites flow, for example, lacking of traditional norms and institutional capital lead to reduction in farmer’s willingness to cooperate. Chapter five illustrates macro social capital such as community belonging and values reflected in the backing elites, and then proposes to remold current rural management culture. The last part summarizes the conclusion of this article and gives a reflection.
