The counselors management system is a necessary guarantee for the development and stability and personnel training of universities and colleges, while the professionalization of college counselors needs to be ensured by their management system. This paper starts from the development history of college counselors management system and arrives at the conclusion that this development has on the whole experienced five phases:the emergence following the founding of New China, the establishment in the socialist construction, the destruction during the Cultural Revolution, the recovery after the reform and opening up policy and the development since the Third Plenary Session of the Eleventh Central Committee.Reviewing the development history of college counselors management system since the founding of New China, we can perceive the laws of its development:the construction of college counselor teams are gradually improved together with the development of society; the forming of counselor teams starts from the initial part-time style to the simultaneous development of part-time and full-time, and finally to today's professional counselor teams; the roles of college counselors are becoming clearer, their status as well as their pay is improved; and the functions of college counselors are becoming more diverse.This paper analyzes college counselors management system status,, state of mind of today's college counselors based on surveys and find the following problems:the team structure is irrational and the degree of specialization is low; the responsibilities are not clarified and the functions are not obvious; the income is relatively low and the team is not stable; the management mechanisms are inadequate and the incentive mechanism is not perfect; so on and so forth. The main reasons for these problems are:the management system is too far behind, role unscientific, irrational policy, rules set unscientific.Through analysis of the reasons for the problems in college counselors management system, this paper concludes that to strengthen the construction of college counselor teams, we should start from improving college counselors management system, which means improving human resources management system and the responsibilities, rights and benefits relations in counselors management, establishing counselors incentive system, and introducing a scientific performance appraisal system based on the above measures. Only in this way can we meet the current needs of reform and development of colleges and universities, and therefore to build a counselors team with "strong political sense, righteous life style, strict discipline and proficient professional skills".
