With the production of talents as its central task, colleges aim at training socialist builders andsuccessors who are well developed morally, intellectually and physically. It is the Counselors that are thebackbone to carry out the ideological and political education of college students; also they are theorganizers, implementers, and guides of college students in aspects of ideological and political work;they are the main force of college students work, who have been contributing themselves to cultivatingtalents for a long time.However, with the range of students work wider and wider, with contents of managementservices more and more, and with the difficulty of students work greater and greater, the burden andresponsibility counselors have are going heavier and heavier, thus it is becoming more and more difficult todo performance evaluation for counselors. As a result, it is a very urgent task how to motivate counselors tothrew themselves into work, to improve job performance.The management system of counselors in S university has been built up only for20years,during which there are indeed some improvements, but little do essential things change. Actually there aresome contradictions with the current work. This study reviews related theories of the performancemanagement, summarizes its application in the College Counselors and lays the theoretical foundation ofthe study on the counselor team building for S University. Making analysis in the counselor managementstatus quo of S University based on its educational philosophy and management features, we found that SUniversity was over-dependent on students’ results in “the three contests” during the assessment of thecounselors, without considering the views of the students to counselors and lack of communication in themanagement process. The study integrated use360-degree performance appraisal method and keyperformance indicators method on the basis of S University’s management system, designs the performanceevaluation index system to accommodate the counselors S University, and evaluates the counselors fromfive points: Department, Student Affairs Office, colleagues, students and themselves into five evaluationtables with determined weight in each aspect. On the above basis, the counselor performance managementsystem of S University is designed, to arrange the counselor performance management process of SUniversity from four parts: performance plans, performance appraisal, performance feedback and results and application.
