This article take the Jiangxi Province various prefectures' key elementary and middle schools as the investigation object, uses the questionnaire survey procedure, the scene survey procedure, the interview law, the literature material law, the mathematical method of average conduct the research,which take the implementation of the present situation of the "P.E And Healthy Curriculum Standard" about the 11 prefecture 80 key elementary and middle schools as the research object, the questionnaire survey involves 11 prefectures 80 leader of the P.E educational research group, and 400 P.E teachers in the elementary and middle schools, the investigation of the primary content includes:Implementation of the present situation about the function and the goal of P.E(with health) curriculum, the condition of teaching material's use and composes, implementation of the situation about the course content and the appraisal, implementation of the condition about the teaching configuration of organization and the teaching method, the condition of the training of P.E teacher and the development and the use of P.E curriculum resources. Meanwhile, the article has carried on the contrast about the implementation of the present situation about the"P.E and Healthy Curriculum Standard"in the elementary and middle schools middle of Jiangxi Province and the part of other middle area, finally indicated:(1) The function and the goal of the curriculum achieved to be worse about the "P.E And Healthy Curriculum Standard" in Jiangxi Province and the part of other middle area, although the students'interest of participate in the P.E study compared with the traditional P.E teaching improves obviously, but the population of participates in the extracurricular physical training not to increase frequently; The situation of student's movement skill and the technology grasped not very well;"the physical healthy","the psychologically healthy","the social adaptation"three goals achieved to be unoptimistic, in particular, student's physical quality has the bad tendency which drops year by year;(2) The teaching material of P.E (and the healthy) curriculum in the elementary and middle schools of Jiangxi Province and the other middle areas are mostly uses the country general or the provincial level general teaching material, and the teaching material which the P.E teacher composed almost not.(3) Majority of P.E teachers in elementary and middle schools in Jiangxi Province and the part of other middle areas had great flexibility choice on the concrete content of P.E course compared the traditional P.E teaching. But a substantial number of P.E teachers has the clination of meet the students'interest excessively when make the choice about what content should be carried on; At the same time, the P.E teachers has had the tremendous changes to appraise the student's academic achievement, it has already could consider the individual differences of student, the scope of progress and the level of effort, the content and the form of appraisal also to diversity day by day, and it can guide the student and the study group participates in every student's studies appraisal, but the teacher unable to determine the weight relation of these three appraisals, also take the appraises falls into the confusion usually. It also discovered that the quite many P.E teachers thought the appraisal lacks one kind of standard in the"P.E and Healthy standar", make the appraises falls into division without the fit and unfit quality usually, it unable to stimulate the competition desire of students; Most of the P.E teachers are very puzzled when appraise the condition of"psychologically healthy"and"social adaptation"about the students.(4) Regarding the teaching of P.E curriculum in the elementary and middle schools of Jiangxi Province or the part of other middle area, the P.E teacher influenced by the reform of curriculum, the form of teaching organization has been had a great change, in the junior middle school and the elementary school, the P.E teacher mostly grouping it with girls and boys in the foundation of the natural administrative class, and used it so many. but the other forms, for example, grouping it with the intrest of students, grouping it with the homogeneity, grouping it with cooperation in the foundation of the natural administrative class are used few; In high school, the P.E teachers carried on the teaching according to the option attends class, but some of high schools still not to start the option teaching. Regarding the method of teaching, P.E teacher mainly uses the law of teaches, the law of demonstration, but the new teaching method--The independent learning method actually also holds the suitable proportion in elementary and middle schools, the cooperation studies and the study inquired into uses few in the teaching.(5) The training of P.E teachers and the curriculum resources' development and use in the the elementary and middle schools of Jiangxi Province and the other middle area are the weakest link. The effect of the training is not well, and the form of training is unitary, majority of the P.E teachers understanding the "P.E And Healthy Curriculum Standard" are very Superficial. Through the training about new curriculum standard, the majority of P.E teacher's idea has had certain changes, but the P.E teacher's teaching manner, the teaching mentality, the ability of research questions, formed the custom of study, and the professional ability are not transformated so obviously. Regarding the curriculum resources' development and use, many P.E teacher in the elementary and middle schools were only to developed and used the curriculum content resources, the sports facilities resources, the sports information resource on the certain extent, but quite partial schools not to carry on the development and use of the P.E curriculum resources.For the reasons of the above condition mainly to have: The P.E curriculum is have low status in the school, the school leader not take it seriously; The physical conditions which including the sports location, equipment, facility urgently await to improve in the implementation of " P.E And Healthy Curriculum Standard"; The design concept of " P.E And Healthy Curriculum Standard" is advanced, but it's hard to operate; The training of P.E teacher about the "P.E And Healthy Curriculum Standard" waits for improving; P.E teacher's quality in the elementary and middle schools awaits to enhance urgently; The student and the guardians do not cooperate.And the common problem of the "P.E And Healthy Curriculum Standard" implemented in elementary and middle schools in other middle areas which it existed in Jiangxi Province, this article carry on the earnest reconsideration for the questions about the "Standard" itself and the specialized development of P.E teacher, and which thought:(1) " P.E And Healthy Curriculum Standard" itself has many problems also. It displays in: The new P.E curriculum standard has not been clear the accurate relation between sports and the health, the determination of the domain goal has existed overlapping or the situation which is unable achieve in the P.E teaching, neglected the foundational and regulated for the elementary education to the part of P.E course content, as well as the part of appraisal is not have explicit request for"the physical ability"and"the skill", and for which advocated"the study manner""the cordiality performance""the team spirit"also had not proposed that the feasible evaluation criteria and the method specifically, the effective assessment method in the former P.E teachings received to neglected improperly and criticize, which should not be subjected to neglected and criticized. And it not have the specific stipulation for the weight which occupies in the final appraisal about the teacher appraise, the student appraise itself, and appraised by it group in every study section. Meanwhile, it has the tendency of denial of the"unifies the standard"and"the unification request".(2) The level of specialized development of P.E teacher in the elementary and middle schools of Jiangxi Province is low. Especially, the ability of the scientific research and the occupational ethics await to enhance urgently. At the same time, the findings also indicated:(3)"The place curriculum directive"not yet appears in Jiangxi Province, it is one of important reason which affects implement the "P.E And Healthy Curriculum Standard" smoothly.(4) The students and the guardians influenced by the environment of"the shopping online", which existed in our nation for a long time, causd them not to cooperate extremely with implement the new P.E curriculum standard deeply in the process..(5) The work of training P.E teachers for "P.E And Healthy Curriculum Standard" is not very well in the elementary and middle schools of Jiangxi Province, the training form is unitary, the effect not very well, the coverage is not very widespread, the quite part of teachers understand the "P.E And Healthy Curriculum Standard" superficially.Regarding this, this article proposed several suggestions for implement the "P.E And Healthy Curriculum Standard" better in Jiangxi Province: (1) Every middle and elementary schools should strengthen the link with the community (village, town) and student guardian, hold on the activities like the sport meeting or sports festival regularly, and invites the guardian, the represent of community, and the public figure who care the healthy development of yong people truly participates in it, make the guardians and the other people understand the value of participate in the sports, corrects the utility idea about"the shopping online"which existed long-term in the consciousness of the guardian and the social gradually. (2) Enhances the training quality of the P.E teachers, promotes the quality of the P.E teacher comprehensively.(3) Speeds up the formulation of the "Place Sports Curriculum Directive" in Jiangxi Province, enables it well to serve the new P.E curriculum reform in Jiangxi Province. (4) Further promotes the specialized quality structure of the P.E teacher in elementary and middle schools, mainly through the specialization which educates the P.E teacher realizes P.E teacher's specialized development.(5) Speeds up the work of revision and consummation to the "P.E And Healthy Curriculum Standard".
