Under the enviroment of 3G era with data-services as core operation. There is altitudinal correlation between the mobile terminal and the users' experience and feelings. This correlation determines that the promotion of new business and the development of functions supported by mobile phones must be closely connected. The cooperation between mobile operators and phone manufacturers as well as the retailers is becoming more and more important. It is inevitable for the mobile phone operators to get involved in the terminal operations of the mobile phone customization since the independent development mode of 2G mobile phone does no longer adapt to the modern market.This paper has studied the development of the global 3G communication then raised the relevant question of domestic developing the3G in accordance with foreign conditions of 3G development.
