Shaanxi Province Science And Technology Project Supervision System

In recent years, science and technology innovation has been paid increasing attention by the governments at all levels in China with continuous enhanced investment. However, some drawbacks like poor quality of implementation and low utilization of funds in the scientific and technological plan projects still exist. From science and technology management perspective, the act of placing more emphasis on initiation of a scientific and technological plan project than its management, and doing inspection and report as a mere formality have directly caused its poor quality. Based on the supervision systems of projects management, and according to the characteristics of scientific and technological plan projects, this thesis analyzes the feasibility of building a supervision system in the governmental management of scientific and technological plan projects. Through analysis and comparison between the currently running supervision systems of scientific and technological plan projects in the west developed countries, National Science and Technology Department and other provinces in China, this thesis makes a summary of the main problems and their respective reasons of our supervision systems of scientific and technological plan projects, and discusses the objective, principles and tasks, as well as the subject and object elements, indicator systems, setting-up of a supervision system to offer countermeasures of the construction of supervision systems of scientific and technological plan projects in Shaanxi province and its preliminary plan.
