Study On The Supervisory System Of Major Scientific And Technological Projects

Major scientific and technological projects is important measures of government's making a breakthrough in major fields and implement partial great-leap-forward development of sci-tech innovation ,which also is important measures in allocating scientific and technological resources appropriately. It has both high-risk and high innovation characters. The theory and practice of scientific and technological management indicate that the failure of most of major scientific and technological projects not only because of lacking of technical strength but also lacking of management experience. Following the further reformation of economic system and restructuring of industry structure, transforming the function of department of science and technology accords with the general trend of events and needs. On this basis, central and local governments have no fixed mode in supervision, which weaken the attenuator of supervision. To achieve macroeconomic control and scientific and technological resources allocation intervening by government through supervision, meanwhile realize the transformation of government through indirect participation in marketing competition. Major scientific and technological projects guide government's allocation of sci-tech funds, show policy orientation and examine the effect of macro-scientific policy. Thereby, it will be the fetal fact of national macro-scientific strategy. In the new economic system, the practicing of major scientific and technological projects differs before.
