| In the context of realizing the independent and controllable industrial chain and maintaining the security of the industrial chain proposed in the"14th Five-Year Plan",the layout and implementation of major national science and technology industry projects are an important means to break through the key core technologies that restrict industrial development.The project organization and management mode includes the project’s organizational structure,resource allocation,and supervision mechanism.The organization and management mode of major national science and technology projects is the key to achieving project goals and promoting the industrialization of project scientific and technological achievements.At present,the state has put forward the requirement of building a new national system for scientific and technological research.Many scholars have studied the organizational management model of the new national system.However,when they realize that the new national system cannot cover all the application scenarios of scientific and technological projects,there are very few Scholars have studied the adaptability of the new national system,but have not studied the optimization of the organization and management mode of major national science and technology projects from the perspective of promoting industrial development.Based on this,this paper studies the adaptability of implementing a new national system for major science and technology industry projects.From the perspective of resource allocation and supervision mode,it puts forward suggestions for optimizing the organization and management of major science and technology industry projects to benefit the development of the industry.The main researches in this paper are as follows:First,the existing literature research and historical evolution of the national major science and technology industry project organization and management mode are sorted out,and the optimization of resource allocation and supervision mode of major science and technology project organization is proposed.Then,according to the certainty of industrialization and market goals,the scientific and technological research is classified,the adaptability of different types of scientific and technological research to the new national system is studied,and the type of market-distributed scientific and technological research is determined as the focus of the implementation of the new national system.Finally,research on resource allocation and optimization of supervision mode is carried out for the major science and technology industry projects of the market-distributed science and technology tackling type.In the research on resource allocation,taking the semiconductor industry as an example,the organization model of the United States,Japan and South Korea to implement major scientific and technological projects during the critical period of scientific and technological research and technological catch-up is studied,and the organization and management model of my country’s integrated circuit project is compared.The optimization path of the Chinese government in the allocation of scientific and technological resources.In the supervision and management mode,according to the supervision and management mode of my country’s major science and technology industry projects after the reform,a tripartite evolutionary game model of government agencies,project management professional agencies,and project undertaking agencies is established to solve equilibrium state and evolution simulation analysis.Suggestions and opinions on the optimization of the industrial project supervision mode. |
