Xi'an National Entrepreneurship Policy Assessment

Xi'an is the economic and cultural center in the western part of China. With the process of 21s century, Xi'an is going through a very important developing phese to realize a much better market economy development, which is also the target of the big developing plan called the full scale development of China's vast western regions. In the 25th, june of 2007, the government publicized the document named'some notions for improving on the environment about Entrepreneurship and boosting Civil Entrepreneurship', which made the beginning of Civil Entrepreneurship in Xi'an. For all kinds of partancants in the market, the number of Self-employed People is so big and the basic conditions of capital, technique and staff are limit, which means Civil Entrepreneurship can help them get emploied easily and make more money. Especially, the evaluation of the policy about Self-employed People in Civil Entrepreneurship can supply a clear judgement for the policy implementation and improve the Self-employed People's development.The research methods in this thesis come from some mature policy evaluation research and evaluating techniques. In the level of evaluating pattern, this research adopts the evaluating pattern of implementary evaluation in which we focus on the evaluation of policy results. In the level of evaluating techniques, this research designs two kinds of index applying social index method, which are the number and the capital of Self-employed People, the change extent of these two index are also included in the evaluation. There are five framework such as the total Self-employed People framework, the three kinds of industry framework, the different trade framework, the regional framework and the framewoek of foreigner's participance as the Self-employed People, by which we can make a good understanding about the effectiveness of all the policy implymented already.The conclusions are below:(1) generalized speakling, the economy of Self-employed People have a good development after the Civil Entrepreneurship policy's impltmentation; but the new participants don't development very well result from the weak policy designing for the newly participated into the Self-employed People; (2) the second industry have overt policy outcomes while Self-employed People develop not very well in the third industry, the support policy towards Self-employed People in the fiest industry need to be reinforced; (3) 17 regions all around Xi'an City have various develpoment extent and much more suitabile policies according with different regions' characteristics are very necessary; (4) multiplicate policies in different kinds of trade towards Self-employed People need to be designed more exactly and make a good classification; (5)there are lack of policy for the foreigner's participance as the Self-employed People and the designment need to be research specially.
