The Research On Problems And Countermeasures Of Supervision Mechanism Of Government Procurement In China

Government procurement is as a result of the development of the liberalization ofcurrent international trade and the economic globalization, also is the importantmethod of the world’s governments managing the social and economic activities.Establishing and consummating supervision mechanism of government procurementcan make government procurement behavior more standardized, reification andinstitutionalized. Our government procurement is beginning late, although thegovernment procurement system is coming into being a certain framework, it’s stillnot perfect, especially the imperfections of supervision mechanism have leaded tovariously illegal, corruption and other problems arise, which is not conducive to thesustainable development of our government procurement.Foreign scholars have a more in-depth study on government procurement,although China’s research results are wholly unknown to much, on the supervisionmechanism of government procurement is concerned, scholars have made this field ofresearch and discussion involving more and more. Through concluding and reviewingof predecessors’ research briefs, and through analyzing the form, functions, existingproblems and the reansons of the current supervision mechanism of governmentprocurement, the author thinks that the imperfection is the basic reason for difficulty.Through analyzing the existing problems and the reansons of the current supervisionmechanism of government procurement is in favor of providing theory basis ofbuilding and completeing the supervision mechanism of government procurement inChina. Based on the successful practice of the foreign government procurement andon the premise of the principle, it is putted forward the key to complete the currentsupervision mechanism of government procurement is to bulid perfect legal system ofsupervision, enhance internal, external and program supervision, especially speed upthe development of Electronic Government Procurement.According to studying on Supervision Mechanism of Government Procurementin China, it is hoped that it can give counsel suggest for building and completing thesupervision mechanism. The author thinks only bulid perfect Supervision Mechanismof Government Procurement, can guarantee our government procurement systemhealthy and sustainable development.
