Government Procurement Problems Existing In The Current Supervision Mechanism And Its Countermeasures

China’s current government procurement development speed, large scale, although associated ancillary systems and monitoring processes already exist, but many areas still exist some problems, a lot of corruption and government procurement-related mechanisms are unsound there is a certain relationship. Improve the government procurement supervisory system on the positive and healthy development of government procurement activities, there is a very important significance for China’s government procurement of sustainable and healthy development of the existence of an active role.Compared to foreign terms, China’s government procurement oversight related research started late, but still more research and research in the field is also expanding. In this paper, the theory of government procurement analysis, noting that many of the problems faced by the existing Government Procurement in China are due to government procurement oversight mechanisms are inadequate resulting from the analysis put forward the corresponding solutions.This paper consists of five parts, the first part is an introduction describing the background and meaning, and related research literatures were reviewed article describes the research methodology and the main content of this paper; the second part of government procurement oversight mechanisms the content and related theories; the third part of the government procurement supervisory status quo and existing problems and analysis related; fourth part of government procurement oversight mechanisms to improve countermeasures.The paper mainly from three aspects to make a sound government procurement oversight mechanism countermeasures. First, to prevent the government procurement process of the rent-seeking behavior may exist, preventive measures be implemented in three ways:improve laws and regulations, improve the supervision system and the establishment of preventive mechanisms; and secondly to prevent the government procurement process information does not exist in our country symmetrical behavior, from four aspects to achieve:the establishment of threshold system, expanding sources of information, the establishment of shared mechanisms; and the third is to build and improve power control mechanism, the power control mechanism is effective to ensure that government procurement in the normal healthy direction crucial factor runs, respectively, from five aspects to explain how to build a power control mechanism:legally established rights, deepen full supervision system, increase information disclosure efforts and adhere to reform and innovation.
