The Zhuhai Municipal Government Procurement Supervision Mechanism Problems And Countermeasures Research

The early beginning of the government procurement in Great Britain started from 18 th century,and after two hundred years of development,the western capitalist countries have formed their own effected government procurement system.Today,the government procurement has become an important tool of implementing the social economic management.The government procurement system worked late in our country and began from 1996 when Shanghai and Shenzhen had become the pilots of carrying out the government procurement system.Zhuhai followed the pace of the development and launched the government procurement work in 1999 and had made remarkable achievements after years of practice.Zhuhai has accumulated rich experience in system design,system construction and using the means of formalization,but there are still some problems during the implementation of government procurement due to the inadequate time and experience.Therefore,it is very important to make the supervision of government procurement more effected,and this is also the spirit of this paper.This paper has been divided into five parts;the first part is the introduction,explaining the background and significance of the topic,introducing the research methods,research contents,research ideas and the innovation and deficiency of this study.The second part introduces the main concept of government procurement and related theories.The third part analyzes the present situation of the government procurement supervision mechanism in Zhuhai and generalizes the background,importance and effect of the supervision mechanism.The fourth part summarized the main problems of the government procurement supervision mechanism in Zhuhai.The fifth part puts forward some suggestions of improving the government procurement supervision mechanism.This paper proposes some suggestions of perfecting the government procurement supervision mechanism from five aspects.First,according to the inadequate government procurement laws and regulations,this paper puts forward four ways of improving the supervision and management regulations by formulating the supplier evaluation experts questioned ways and optimizing the e-government operation specification;Secondly,according to the lack of strength of the government procurement process,this paper proposing three opinions as below: perfecting the supervision of the procurement project phase,ensuring the purchasing action phase is highly transparent,strengthening the project performance acceptance and fund payment procedures;Third,in order to ensure the core status of the public bidding,proposing the optimization of public bidding procurement processes,improving the centralized procurement catalogue and controlling the behavior outside the normal purchasing;Fourth,in terms of perfecting the mechanism of supplier right,explaining how to improve the suppliers right from the establishment of specialized complaints commission,setting up a special government procurement complaints compensation fund and setting up supplier credit;Fifth,according to the problem of low quality of purchasing personnel and supervisors,this paper puts forward two suggestions,namely,the specific requirements of personnel and strengthening of professional skills training.At present,the research on government procurement supervision mechanism is not enough,I hope this paper can offer some help of improving the government procurement mechanism in Zhuhai or even in the whole country.
