National Civil Service Housing System And Promote The Programs Of The Policy

The reform of China Urban housing system has been going through over 20 years. It proves that the reform has successfully transformed the housing system, greatly improved urban residents'living standards and residence quality, fostered real estate industry to be a new economic growth point, and greatly facilitated the development of the national economy. While the fact also proves that there is a big gap between urban residents, especially national civil servants'monetary housing allowance and market price of house purchasing or renting. They have certain financial pressure to purchase or rent a house, and this conflict will be getting more and more prominent as time goes on and the number of new civil servants increases. The thesis tries to study on civil servants'housing allowance from the perspective of income distribution reform, laws and regulations and institutional arrangements etc. in order to seeting up a new Chinese characteristic national civil servants'monetary housing allowance distribution system.The thesis is composed of five parts, Part one is national civil servants'income structure and reform in china and major western countries. It expounds compensation theory and labor value theory, from which derives the necessity and feasibility of setting up civil servants'housing allowance; Part two is the defects of current civil servants'housing allowance policy. It analyzes the actual environment's constraints that adjustment of housing allowance and distribution are facing now, by the way of analyzing the problems of the monetary housing allowance design and the supporting theory basis; Part 3 is the perfection of laws and regulations in civil servants'housing allowance standard. It searches a reasonable choice of china civil servants'allowance and realizes the difficulty of setting up housing allowance law, by studying western countries civil servants'housing security, monetary housing allowance policy design, and the setting up of housing law in some western countries; Part 4 is setting up a law system of dynamic adjusting housing allowance. Setting up an adjustment mechanism of civil servants'housing allowance is a way of effectively solving the problem that salary adjustment lags behind the increase of house price in reality, and therefore influences civil servants'house purchasing ability. The thesis discusses this from the perspectives of decision-making mechanism and difficult points of implementation etc.; Part 5 is the budget management and budget ensurance of housing allowance fund. The implementation of housing allowance policy and methods depends on financial budget. The thesis concludes some sources to guarantee civil servants' housing allowance fund from introduction of national financial budget's expense on civil servants'housing and analysis of various sources of housing allowance fund.
