Depending on its scarce geological trace, abundant natural landscape resource and the human cultural sight of the accumulation for thousands of years, the Qingtian River accredited by the provincial people's government of Henan province scenic spots in 1990, becoming the top 10 scenic spots in Henan Province in 1997, it was approved by the State Council as a state-level monkey nature reserves in 1998, it was recognize as the first leisure resort by Provincial Tourism Bureau, becoming 4 A-level scenic spots in 2003. Therefore, it becomes one of the subjects expected to study by the Qingtian River to re-recognize, consider how to protect and utilize landscape resources so as to make it get sustainable development.It describes the history of the Scenic Area development and the research of ecological planning. Aiming at the deficiency that previous scholars just pay attention to the qualitative analysis of the tourist value about the tourism resources of Qingtian River. This paper first use SWOT analysis qualitative analysis the Qingtian River, then fuzzy mathematics principles was used to build fuzzy comprehensive evaluation model. Using the evaluation model, the landscape resources of Qingtian River was evaluated. The results are as follows:1.Landscape category:82 spots were divided into the natural landscape and the human landscape, the natural landscape is con with three patterns.2.According to the analysis of landscape resources, it can draws that the physiognomy structure of Qingtian River is intact, and has great scientific research value. The space pattern of mountains and rivers is so elegant, the yardstick is so suitable and the resource advantage is so outstanding that it is the rare natural mountains and rivers in the North China. Besides, for the abundant human cultural sight, great historical span and the distinct characteristic, it has been certain scarce.3. Evaluation index system was built by AHP method, established the quality of the landscape resources, environmental conditions and conditions for the development as three goals,9 layers and 19 evaluation indicators was concerned in this system.4. Evaluation model was built by the fuzzy mathematics principles. Using the evaluation model, the 82 spots of Qingtian River was evaluated. The results showed that the number ofⅠandⅡlevel sites was 9 and 18. cover 10.97%and 21.95% of the total sites respectively; the number ofⅢandⅣlevel is 24 and 31, cover 29.27% and 37.81% respectively. And the most scenic spots can be further exploited and improved.Scenic spot evaluation showed that Qingtian River area> Jinjialing area> Yueshan Temple area> Wild farmers leisure areas. Qingtian River area has the numerous scenic spots human landscape resources and natural resources, I level of the membership to 0.685, higher than any other scenic areas; With the lush vegetation, clean air and other environmental conditions, Jinjialing area was superior to the other two region.5.After the comprehensive analysis and evaluation, the Qingtian River Scenic Area was divided into ecology protection area, scenic resort area, historical relics protection area, the controlled area, landscape restoration area.This thesis can offer the basic materials, theoretical direction and consult for the landscape resource analysis and planning and construction of the Qingtian River Scenic Area.
