| In the knowledge economy time, technology, as the primary productive force, performs a more and more important function, and innovation, as the driving force of development of technology, plays a decisive role to the sustainable development of the economy and the society. In the report of Party's Seventeenth Congress, it is pointed out explicitly that we must take independent innovation as our nation's basic strategy, to walk out an independent innovative way with Chinese characteristics.In the background of economic globalization, there are many ways to develop technology. To developing countries, whose research foundation are poor and driving forces of innovation are not enough, it becomes more important to realize technological innovation through introducing technology. So FDI, as the integrated carrier of capital and advanced technology and management, becomes an effective channel to absorb and realize technological innovation for developing countries.After open and reform, our country introduced a large number of FDI, and FDI has been one of the important motive powers to the economic development of our country. In theory, the "technological spillover" effect could help the host countries to improve their ability of independent technological innovation. And about this, many scholars did a lot of researches. Because they chose different research objects and points, they got different conclusions. And most of the current researches focus on the relationship between FDI and the current innovation achievements. However, gaining and developing the ability of technological innovation is a long and dynamic process, especially in the beginning of this process, comparing with realizing technological innovation, the potential input ability of technology, the sustaining ability of resource and environment and other basic abilities'constructing are more important. Therefore, it is necessary to research FDI's effect on potential innovative ability to a company or a district.Qingdao is one of the important open coastal cities and regional economic centers of Shandong. Because of its unique geographical position and favorable economic environment, it attracted plenty of FDI. FDI not only improved economy of Qingdao, but also will affect its potential innovative ability. So it has an important practical significance to research FDI's effect on potential innovative ability.This paper, firstly, defines technological innovation, Secondly, according to the above-mentioned theories,<Report on Independent Innovative Ability of Chinese Enterprises> published by national statistic bureau in 2005, it gives a definition of fundamental factors of technological innovation and elaborates them in classifications. Last, on the basis of above qualitative analysis, it will compose two fundamental effective factors, new resource factor and new environmental factor of technological innovation second indexes and multiple third class indexes. Based on the statistics from 1990 to 2008 of Qingdao, econometric software will be used to give a normative analysis about FDI's effect on potential innovative ability of Qingdao. Conclusions given by this paper are:Firstly, FDI covered research capital gap of Qingdao to a certain extent. It intensified market competition and enhanced information level. And it improved economic and environmental factors of technological innovation, but this effect is not very obvious.Secondly, FDI is negative related to human resources factor of technological innovation. This demonstrates that foreign companies offered jobs, but they did not help to nurture technological innovative talents.On account of the conclusions got above, Qingdao government should improve talent's cultivation mechanism, and enhance overall level of human resources and form nice environment to attract high-tech talents. And it should better the service function of market economy, especially financial market's perfection and innovation, and offer abundant channels for innovative capital. |
