Shengli Oilfield Materials Procurement Management Research

Along with economic globalization and information technique development, the competence becomes more and more vigorous. The price of products become so transparent that an enterprise is very difficult to acquire a large amount of profits, through a high price. But in the same time, the purchasing cost have very big weight in t in a company's whole production. Now, how to control the purchasing cost has already become a very important strategy of a company. Shengli Oil Field is the second largest oil-field in our country. It is a typical state owned enterprise. Shengli Oil Field owns a huge material purchasing and supply system. Otherwise, Shengli Oil Field still reserved the imprint of planning economy. Traditional purchasing structure, poor management method, has become an important problem that obstruct oil-field cost's management. And this is the reason that why I provide this paper.In the paper, I just start from the analysis of Shengli's present purchasing management. Based on this paper provides the meaning of the study. Following that, I just set forth the theory of supply chain management (SCM),modern purchasing and business process rebuilding(BPR). And count on that, I just design a model that how to do BPR in the purchasing department of a company. Then I apply this model to the Shengli oil field. At first I just analyses the problems of Shengli from 4 aspects, which are the structure problems,business problems,supplier management problems, IT problems. Then I design the strategy how to rebuild the purchasing system of Shengli oil field. In the paper also provide the concrete answers how to resolve the present problems. The resolutions are that BPR must be executed on the ERP building, building a new purchasing structure fit to the strategy theory, standing to the centralized purchasing model, paying much attention to suppliers management. And all this is good to construct a scientific purchasing system for Shengli oil field.
