Research On The Progress Goal Programming Of Highway Construction Project Based On Risk Management Theory

Recently,China's highway project management level has increased significantly,yet there is some problem that the goal of project management is not harmonious enough.How to solve the developing problem in nowadays,scholars in the filed have conducted extensive studies,which the construction progress problem is the hot spot and focus.To solve this problem,exploring the root causes of delays in construction schedule use the risk management theory as a guide open up a good track undoubtedly,but making the whole process of a comprehensive goal planning before the implementation is not only one of the basic work in the highway project management,but also provide concrete goals,directions and act guide for our countries'highway project goal management.Based on the above point of view,after the analysis and research about the existing documentary material and achievement on the construction progress of the highway project, the concept of goal programming,content,scope,etc,were specifically defined;Based on the risk management theory,the highway project construction schedule goal planning system were built,in addition,the risk assessment index system and evaluation method were also studied.Firstly,the paper synthetically states and evaluates the current literature and research papers in the field of the highway project construction,putting forward that there are broad study space of this filed;Started with the planning point of view and characterization,sum up and analyse the concept,content and the significance of project planning,on the basis of that, from two three-dimensional space,six different angles,the scope of the study was defined.Secondly,the paper conducts an evaluation describe about the risk management theory, including the development history,the present study condition,etc,determine the theoretical basis,method and the planning system about the highway project construction schedule goal through review and analyse the literature;Then as the construction schedule planning for target, uses risk management theory and systems theory as research methodology,from the planning and control at two levels,three-dimensional perspective build a highway construction schedule goal planning system.Thirdly,under the construction planning system,uses frequency statistics literature screening method,expert questionnaire survey method and the Delphi method to identify the highway project construction schedule risk indexes,build a highway project construction schedule risk evaluation index system,then a brife analysis on the characteristics and applicability of the system was made.Forthly,from the principle,advantages and disadvantages,the applicability etc,evaluates and analyses the current risk assessment methods,considerates the characteristics of this objective system,selects the Principal Component Analysis and Goal Planning method as the highway project construction schedule goal programming risk assessment method,build a risk assessment model,the interpretationof the applicability was also carride out then.To solve the highway project construction schedule risk evaluation index system was too large and complex,historical data were difficult to direct use,the evaluation method is complex and difficult etc,providing an operational and constructive path.Finally,select the target highway—the Beijing-Shanghai Highway Project in Tianjin Section for the 2nd period to initial verificate the risk assessment index system and evaluation method,the results show that the index system and evaluation method have a certain degree of rationality and applicability.
