For the traditional fixed-line telephone business is decreasing in the number of clerks, and reducing in income, China Telecom has fallen in trouble. For survival and development, China Telecom must put existing resources to expand into mobile communication services and integrated information service for earning huge profits to cultivate new revenue growth. Since 2006, China Telecom Group across the country began the Strategic Transformation, namely the use of existing networks, technology, and brand advantages to respond to the national "Eleventh Five-Year Plan" of information submitted by industry to upgrade drive the call from the traditional fixed network communications operators to "all business" and "General information provider" change of direction.New strategy required new construction and new posts to support, and that everything can not be separated from highly competent staff. Xi'an Branch of China Telecom Group as a century company is subsidiary of China Telecom Group in XA city, need to respond to " transformation " strategy. At present, the relative aging of the structure of enterprises, the quality of existing staff can't meet the need of strategic "transformation". During the strategic "transformation" , as Xi'an Branch of China Telecom Group, scope of business and profit model have also undergone a significant change in the supply of human resources will have to be able to successfully achieve the strategic "transformation" of the grand human goal to provide reliable support. Upgrading of human resources is one of the effective ways to enhance the training, only to be a member of the individual, organizational training and development needs of organizations combine to make business owners comply with the required personnel. In this paper, Xi'an of Branch China Telecom Group as an example, the training of manpower resources with the theory of the company's current state of human resource training analysis, design of strategic "transformation" period of the enterprise training programs focus on new recruits, marketing personnel, managers, Service personnel and technical staff to carry out training programs for the design, implementation, evaluation and improvement to carry out feasibility studies, designed to effectively improve the quality of staff and skills to the job, the construction for the realization of strategic "transformation" as they should.This study material coming from the Xi'an Branch of China Telecom Group of investigate the training needs analysis table, the training analysis of the results of the survey form, HR staff interviews, staff interviews. Through a survey analysis and interviews, and statistical analysis, training needs to draw points, identify the problems, then design training programs for trouble, and through implementation, to assess ongoing adjustments to improve. The paper divides into seven parts. Firstly, elaborated the paper selected topic background and the significance, the synopsis profession and enterprise's basic situation, proposed the paper goal and the research technique, list the article structure arrangement. Secondly, review related human resources, human resources training aspect theory. Thirdly, carries on the analysis to the Xi'an Branch of China Telecom Group transformation period human resources present situation. Fourthly, draw out the XA telecommunication training mentality and method. Fifthly, XA telecommunication training work design. Sixthly, implementation and improvement suggestion for the training design. Finally, draws the conclusion.In short, the value of this paper is to Xi'an Branch of China Telecom Group "all business" and "General information provider" direction strategic "transformation" to provide human resources training program, Xi'an Branch of China Telecom Group of the human resources training program design, implementation to assess, adjust, for the strategy of strategic "transformation" to provide abundant, qualified human resources.
