The Shanghai Pudong Development Bank (Short for"SPD Bank"),which was founded in 1993,has gotten notable records in our country through the development of more than 20 years. However,as our country joins WTO and the control of financial relieves step by step,the foreign capital banks join into our country continuously. It is sure to produce much competitive pressure for SPD Bank. With the inside and outside environment of SPD Bank change continuously, the competition will not only limited in the materials, but also get up to human and knowledge resources, and the human resource management will also get up to the height of organizational strategies.With the present situation of human resource of SPD Bank and foreign commercial banks,it analyses a series of gap between SPD Bank and abroad commercial banks, and find out Problems about human resource management. Secondly,It carries out a series of measure for the transform of the strategic human resource management on the found of realistic condition of SPD Bank. They are the most important Parts that getting the advantage of manpower capital and suiting the course of human resource in the transform of the strategic human resource management, which SPD Bank carry out. Finally, further refine and integrate the process of the advantage of access to human capital and human resources, find the important part of the human resources activities, and learn from the advanced experience of foreign commercial banks ,give in a number of countermeasures and proposals to make Shanghai Pudong Development Bank obtain sustainable competitive advantages.
