With the acceleration of economic globalization, a worldwide network of social production has been formed. In order to adjust economic structure and optimize allocation of resources in a broader space, to achieve global funds, technology, market, strategic resources and expand economic developing space, multinational companies is increasing the scale of foreign direct investment. China has offered great support and put forward "go out" developing strategy to foreign direct investment. However, while the scale of foreign direct investment in China has been expanding, the risk issues have been presented. In view of the risk of foreign direct investment may cause serious damage and the experience of risk management of foreign direct investment in China is not enough, this paper did research on the foreign direct investment and the countermeasures which has significance.On the basis of introducing the theory of foreign direct investment, this paper described foreign direct investment status in home, analyzed the characteristics of foreign direct investment in the petrochemical and the investment risk effect factors. At the same time, this paper set up foreign direct investment index system for the petrochemical enterprises risk effect factors based on the environment, and management situation. Then this paper used method of fuzzy comprehensive evaluation based on analytical hierarchy process to analyze the size of risk of China Petroleum and Chemical Group foreign direct investment, and ordered foreign direct investment risk effect factors by the gray relational analysis. It had significant practical meaning for policy making and management of foreign direct investment of Chinese corporate.
