The Policy Research On How To Promote Energy Saving And Emission Reduction In Our Country Under The Background Of Low Carbon Economy

With the rapid development of economy and the speed up of industrialization in our nation, the total carbon emission is increasing too in China. High carbon emissions have become the main factors that restrict the development of economy in our state, and it also push China to the pressure of public opinion by western countries in the world. China is one of the most serious harmed countries that subject to greenhouse effect which caused by high carbon emissions, extreme weather happened in China frequently in recent decades. So China has decided to developing low carbon economy, promoting energy conservation and emission reduction, and deem it an important direction of economic development. In this background, it's urgent to perfect our nation's related policies and measures to promote the work on energy saving and emission reduction.After carefully analyzed the current situation, the existent questions and their cause of energy saving and emission reduction in our country, by using game method,the paper analyzed the game problem between the central government and the local government and between the local government and enterprise during the process of energy conservation and emission reduction, by using comparison study method, the paper analyzed policy achievements on energy conservation and emission reduction in developed countries and their inspiration to China. Finally the paper put forward the ideas and measures to perfect the policy of energy conservation and emission reduction in our country. On the structure, this article is divided into seven chapters.
