It has become the consensus of the world that human society should protectenvironment and the earth so as to achieve the sustainable development.Facing withthe pressure and restrict of the resources and environment to economic and socialdevelopmen,our country has put forward to accelerate resource saving andenvironment friendly society construction, carrying the energy-saving&emissionreduction and circular economy through the economic and social activities,accelerating the high energy consumption and high pollution industry management,improving the utilization rate of resources and energy, forming the"resources-products-renewable resources " benign loop.As foundation industry, metallurgical industry has made important contributionsto China’s economic and social development. In recent years, China’s metallurgicalenterprises have achieved great progress on technology and management.Butcomparing with the advanced metallurgical enterprises in the world, China’sMetallurgical Enterprises still have bigger difference in technological innovation andEnergy saving&Emission Reduction. Based on the theory of circular economy, energysaving&emission reduction theory and QHSE theory, combined with the Tianjinmetallurgical enterprise existence flaw and the insufficiency, according to the modernmetallurgy enterprise characteristics and development trends, this paper does researchon the Energy Saving&emission reduction in Tianjin Metallurgical Enterprises, putsforward countermeasures and suggestions, provides reference to metallurgicalenterprises developing circular economy and implementing the energy-saving&emission.It is a innovative research on energy saving and emission reduction theory thatthe paper presents the BMP system for energy saving and emission reduction.TheBMP system makes clear the relations among the basic security, operating mechanismand the realization path, portrays the implementing energy-saving&emissionreduction path for metallurgical enterprises. By the empirical research on theenergy-saving&emission reduction in Tianjin rolled three, the author aims to verifythe BMP system preliminary. It describes a kind of the thought and method formetallurgy enterprise energy-saving&emission reduction evaluation that the paper adopts fuzzy comprehensive evaluation method to evaluate the effectiveness aboutTianjin rolled three energy-saving&emission reduction. Therefore, not only has theresearch strong practical significance, but also has a certain theoretical value.
