China Academy of Engineering Physics (CAEP for short) is an important national defense development and construction unit. It is her duties to accomplish national assignments and mandatory planning. But now,the number and the level of posts has not changed while the difficulties of assignments and the total workload is increasing gradually. Therefore, it is very important for the elevation of self-innovative abilities and core-competitiveness to strengthen posts management and excitation mechanism development and improve the performance appraisal system. It can not only stimulate the initiative and enthusiasm and creativity of the employees but also stabilize the team of the CAEP. It has a direct relationship to the completion of assignments and development for the next years.Based on collecting, gathering statistics and analyzing the survey results to the researchers, the managers and workers, the paper contrasts and researches the institute performance appraisal system of CAEP and finds the shortness of military posts management ways. It brings forward some measures of promoting posts management of CAEP by using management, science of organizational behavior, human resources and other related theories and methods, such as the performance distribution system of the outstanding posts, diversified distribution system, implementation of identity management becoming post management, classified management of military posts and building on the quantized performance appraisal system. And It offers three military posts management plans and builds a house in the multilevel technology of academic posts in the performance appraisal, and the high authority on the coefficients of the relevant proposal for analysis. And with an asylum system and mechanism of a brain drain because of the construction of the delay in the direction for the present proposal, and from the operation level have a number of measures to build the new situation active and effective and harmonious military post management and development institutions and mechanisms and continue to stimulate research institution innovation to create the energy and motivation. Finally, the paper provides some developing train of thoughts and measure suggestions being worth referencing for the comprehensive, sustainable and coordinated development of CAEP.
