Study Of The Pension Insurance Of The Landless Peasants

With the quickening development of our country's industrialization and urbanization process, land-lost peasants, the new social group is expanding rapidly. Some of them even have no lands, no jobs or social securities, which has impacted the social stableness of our country and cumbered the economic development of our country. The research of land-lost peasants'old-age insurance is of great significance. It can promote the sustainable development of industrialization and urbanization in our country, help to solve the issues concerning agriculture, countryside and farmers, contribute to the construction of a comprehensive well-off society and New Socialist Countryside and finally be favorable to the formation of a harmonious society.The first part of this thesis is the literature review about the research process of land-lost peasants'old-age insurance both in domestic and foreign areas. After introducing the definitions of urbanization, land-lost peasants, old-age insurance and land-lost peasants'old-age insurance, this paper analyzes the theoretical basis of land-lost peasants'old-age insurance. Then taking Shouguang for example, the paper conducts an empirical analysis of the landless peasants'status quo. After the rapid economic development in Shouguang for more than two decades, the acquired number of industrial and municipal construction land has been growing steadily, but the compensation system for land expropriation hasn't raised much, and some of the land-lost peasants couldn't adapt the transformation as citizens. Then the current situation of land-lost peasants'old-age insurance in Shouguang is evaluated in detail. After that,the advanced experiences of building land-lost peasants'old-age insurance system in foreign and domestic areas have been introduced. The advantages and disadvantages between the government-sponsored and commercial land-lost peasants'old-age insurance have been compared respectively from various aspects such as security level, capital collection, capital management, capital increment and capital supervision.Shouguang as a city with a higher economic development level in China, its implementation of land-lost peasants'old-age insurance mirrors the whole situation in our country. By concluding the existed problems and limited factors of land-lost peasants'old-age insurance in Shouguang, the principles of constructing the land-lost peasants'old-age insurance in our country should be followed. Which are, the collective and the individuals should also take relative responsibilities under the guide of the government, and we could solve the old-age problem of land-lost peasants by constructing the diversified old-age insurance system according to the economic development level of different areas and the different status of land-lost peasants. At present, governments at all levels should establish the cohesive mechanism between land-lost peasants'old-age insurance system and the town pension security system and the rural pension security system. The old-age insurance for land-lost peasants will be brought into the old-age pension insurance for urban workers when the time is ripe, which is suitable to the developing trend of the integration between urban and rural areas. At last, several suggestions to consummate the land-lost peasants'old-age insurance system are proposed. Firstly, the related laws and regulations of land exploitation should be perfected. Meanwhile, the share of government in the capital gathering should be increased. Moreover, the pension security mode of land-lost peasants'in our country could be dominated by the government and operated by the commercial insurance companies. Last but not least, some corresponding measures are needed, to promote the employment of land-lost peasants and to exert the functions of the informal systems such as the old-aged peasants'caring from families and communities.
