| The government procurement law of our country is very clear up to policy functions of government procurement. From 2002, the government procurement law enacted by the national government have achieved some successes in promoting environmental protection and independent innovation, but there is also a disparity compared with developed countries. The environment and resources has become conditioned to our economic development bottleneck problems, innovation is the key affect our economic growth mode and a medium and small-sized enterprises are facing difficult development problems, etc.In this background, how to further improve the policy function of government procurement is worth further research. This article falls into six sections:The first part is an introduction, about domestic and foreign polices with the procurement function of the relevant documents.In the second part,I will introduce the basic theory of the policy functions of government procurement, including the meaning of government procurement, features and related theory of government procurement, and emphasize the policy founction suitable for our economic and social development need include foue facts:optimize the resource allocation,strengthen macro-economic control, improve coordinated development of society and protect national industries.The third part analyses the shortcomings of our government policy founction.For example, protection of national industry was not enough.The main reasons is the smll size of the procurement, the uncompleted policies and regulations and the local protectionism is prevalent.In the fourth part,I listed the abroad practices in strengthening the policy functions of government procurement.In the fifth part,according to the factors influenced the strategy fountion of government procurement and learning the successful experiences from other countries,I provide the advices and ways to improve the trategy function of government procument.The sixth chapter is conclusion. |
