Management activities naturally pursue the orderly efficiency naturally. HRM (Human resource management) refers to the management of people and their relative elements. As the strongest variability, it is impossible for people to assume the entire functions of an organization, and people can only realize their organizational functions when cooperating with other elements of the organization. In an organization, it is inevitable for people to involve in various kinds of relationship with other elements. It is the people that submit to the authority. Therefore, authority phenomenon also can be regarded can also be viewed as a kind of relationship. The authority phenomenon in HRM activity is not only the concentrated expression of people's relationships, but also will exert great impact on the order and efficiency of HRM activity. According to the analysis on the authority phenomenon in HRM activity, we don't have to pay great attention on who is the controller, but should attach great importance on authority impact on both parities of authority relations as well as the role of these impacts which played in the organization itself. In the HRM activities, over enhanced authority relations will always lead to the birth of imperative power, while over weak authority relations will result in an incompact and uncontrollable organization. Although the efficiency of orderly HRM can't be expressed clearly, authority phenomenon still has a direct impact on HRM order and efficiency. The basic aim of HRM is to facilitate the development of the organizations, making it necessary for us to pay attention to the authority phenomenon of HRM, which is benefit for organizations to achieve their goals and boost the development of organizations.
