As a technology-intensive industry, power industry needs good human resources to meet the growing competition challenges in the market. At the present, the traditional human resource management method couldn’t meet the needs of the power company’s development, quantity and quality and the construction of the human resource could far and away not meet the operation and development of an enterprise. Only conduct human resource planning, can ensure enterprise fit the development requires of the era.As a county level power supply company, Cili county power company has done many improvement of the human resource management but it still exist many problems. This article firstly describes human resource planning concepts and related theories and then analyses the Cili county power company development strategy and present situation of human resources development and find out the company’s problems in human resources management, and then using the improved GM (1,1) models and Markov models to predict the supply and demand of human resources of the company in the next three years, and analyses the balance of supply and demand. On the basis of the above analysis, the goal and principle of Cili county power company’s resource planning measures have been conducted. At last, in order to provide decision making basis for the construction and development of Cili county power company’s human resources, a specific plan has been made from the following aspect:human resource organization planning, human resource assignment planning, human resource recruitment planning, human resource training planning, human resource motivation planning, human resource flow planning and human resource career planning and team planning.
