Accompanying with the transformation of concept of modern life, the communication mode of fixed telecommunications has been gradually substituted by the moving communication, especially in the house customers. The personal client distributary of mobile telecommunications resulted in a huge lose of consumer and cost waste of telecommunications company. Furthermore, the advantage of cost-profit of mobile is far greater than that of telecom, in addition to maintaining the growth of brosdband services, the telecommunications companies was experienced a development bottleneck before the mobile license is issued. In order to create the core competitiveness and maintain the sustainable development, the telecommunications companise need to find the growth point of new business, the information services,such as "know-all numbers", "IDC business" and "ICT business" should gradually gained recognition and rapid development. However, it is obviously a very big problem to operate these transiton businesses well in an old state-owned enterprise. How to become strong? How to obtain a place of integrated information services market in the fastest speed? How to extend the development of these integrated information services into mobile business and even more fields, and strive to become a strong competitive provider of integrated information services. These problems need all of us to take into account.As an important aspect of integrated information services, the ICT business need to be concerned additionally. Establish a operational strategy of ICT business which is suitable for local network characteristics and a operational model which is in line with the operational strategy, and become another core competitive product of telecommunoications development of local network, is one of the key points of guarantee for the sustainable development of small and medium-sized local telecommunication operators, it has very important strategic significance.Based on the theory of strategic management of modern enterprise, the article studied the operational strategy of ICT business of small and medium-sized local network. The article focused on the enviromental factors, combined with the competition status of market and used SWOT method to analyse the advantage and disadvantage of the development of ICT business of small and medium-sized local network, as well as the opportunities and challenges of exploring the market. Based on these analysis, the article analysed and forecasted the seedtime of ICT business of small and medium-sized local network and expatiated four aspects of the operational strategy particularly. Finally, the article seriously analysed some management problems which are carried out in order to cooperate with the operational strategy, including:the integration of value chain, the management of human resources, the finding of problems and the solutions, etc.We finally conclude that the telecommunications operators of small and medium-sized local network need to transfer their idea urgently in order to adapt the competition of market, expedite and deepen the reform level of transition, strive to intergrate all the resources of internal and external aspects and construct a ICT value chain which is conducive to the development of traditional business and.
