After China's accession to the WTO, the degree of globalization become more and more high, and the competition between enterprises has intensified。Providing financial products and services as the special industry, human resource is the vicissitudes of the commercial Banks and plays an important position and role. Human resource is the core competence of the banking industry, especially the key to the future competition of Banks. Along with foreign financial institutions in an all-round way, a battle for top talent would be caused first. Chinese Banks as the main force of the four major state-owned commercial Banks can win the hunt for talent and sufficiently develop and manage the human resources or not, has become a matter of state-owned commercial Banks as an important problem of survival. However, for a long time, because our country state-owned commercial Banks'imperfect in the mechanisms of distribution,promotion, examination, training and incentive, human resources management has been difficult to play its due effect, with the severe brain drain, so the state-owned commercial Banks of human resources management will be faced with crisis.How to deal with the crisis, withstand the baptism of the financial turmoil, manage state-owned commercial bank of human resources well, prevent and control the risk of human resource management to realize the sustainable and sound development of stable operation, is the urgent and serious concern of the State-owned commercial Banks.This paper is on the basic of human resources management risk identify, from the human resources management, used for recruitment, training, performance evaluation and management, and the risk of incentive to construct the state-owned commercial Banks to the index system of human resource crisis, and uses specific cases and fuzzy comprehensive evaluation, and finally puts forward to prevent and dissolve the risk of human resources management policy Suggestions.
