| According to the modern management theories and methods on payment system, this essay is trying to make a comprehensive and detailed analysis on the existing payment system of IY Municipal Tobacco Company, and furthermore to submit a complete solution. This essay is divided into three parts as following.First of all, the payment management status quo of IY Municipal Tobacco Company is analysed. As the one of the first units which develop the human resources system. Since 2006, IY Municipal Tobacco Company has started to promote a human resources system. After several years of operation, with the changes of the relevant national laws and regulations and the trade policies, the previous payment system reasonable at that time has already demonstrated obvious inelasticity. The inelasticity is typically reflected in such fields as the unmatch between the company's payment strategy and business strategy, the payment difference on the same type of work, the difficulty in arranging the certain part of workers suitably, and etc. To some extent, it has already affected the employees'initiative and cohesiveness, and also restricted the company's sustainable development.Secondly, the improvement on the payment system is designed. In order to solve the above problems, this essay puts forward a restructuring on the existing payment system. In the first place, we need a uniform design on the payment of the previous national-employed staffs and the staffs who are employed under the reformed working system, instead of treating them differently on payment. We need to embody the same payment on the same work. Next the payment difference between ordinary staffs is enlarged for inspiration. Finally, the adjustment on payment standard for some work places is made to solve the problem of overcrowding to some posts with the lacking of staffs for some other posts.Finally to analysis the implementation and expected results of the operation of the improved payment system. Through a great deal of polls and questionnaire survey, I believe the improved payment system will perform a significant function on innovating the company's human resource management, attracting and retaining quality staffs, and enhancing organization efficiency and developing organization's core competitiveness. |
