In recent years, the salary system have to give the reform and adjustment accompany with the reform of the China's tobacco industry. The city of Chenzhou tobacco company have been implementing traditional pay system.There is a wide gap for modern market economy.It is important to research and re-design the Chenzhou tobacco company payment system.Paper first reviewed and studied some research results and the status . Then we designed question naire about the question faced in the payment system desion. We gave the further investigation about Chenzhou tobacco company employees satisfaction situation for payment system. Combining the results of the North China Management Consulting Co.Ltd. ,we can see that the Chenzhou tobacco company traditional payment system can't meet the needs of economic development.There are a lot of problems.Paper made the comprehensive analysis from the payment of the basic principles of design, impacting on the payment system established by the major factors.Then paper gave the analysis fom the work of analysis, job evaluation, salary surveys, salary Structure.These anylisis gave the process and the overall framework for the design of the Chenzhou tobacco company payment system.Then we gave the job evaluation and the different positions in different settings rank,according to the tobacco companies latest Chen zhou overall development strategy and human resources management strategy, "adapt to market conditions, reflecting in the value of talent, playing the role of incentives", to encourage the payment of the distribution system, with the establishment of the internal market and the fairness of the competitive payment system. Finally, we made a new payment system for Chenzhou tobacco company from the total amount of wages, salary history ,policy-related subsidies, ranks the performance of wages, salary level ,the face of all the wage structure system salary structure design and the welfare system. The new payment system is more scientific, more conducive to stimulate the enthusiasm of the staff. We made an effective security measures on the basis of the new payment system.
