Export Credit Insurance External Economic Research

Export credit insurance is a means to promote exports and is prescribed by Article 53 of Foreign Trade Law of The People's Republic of China, which says that the nation promote foreign trades through export credits, export credit insurance, export tax rebates and other ways. As a non-profit Policy-related insurance business, it is designed to promote the nation's export trade and protect the safety of export enterprises'exchange receivables and its special utility is outstanding particularly during the crisis.Since exports act as the engine of China's GDP growth, this article also, for the first time, estimate the external economy of export credit insurance for the Chinese economy by calculating the stimulating effect of the short-term export credit insurance for China's exports, which provide a reference for accurately measuring the role of export credit insurance in promoting foreign trade and economic growth.In order to providing policy advices for local government, the writer analysis the three influence factors of the export credit insurance:risk management level, rate of export credit insurance and export structure. Firstly, risk management level of enterprises is too low, so the need of export credit insurance is overlooked. Secondly, rate of export credit insurance is too high, so the export company cannot afford it. The external economy of export credit insurance would be less under the condition of the potential need not met. Thirdly, export structure is the long-term influence factor to external economy of export credit insurance. In order to improve that, export structure must be optimized.According to the model, the writer also provides some advices to promote the external economy.
