| Cultivated land resources is the essence of the land. It is not only the most important means of agricultural production, but also the foundation for the land ecosystem stability protection and optimization. Shandong province is a populous province as well as a major agricultural province, coupled with three pressures:the recent rapid economic growth, the population increases, the construction of the land demand growth and cultivated land declined. But land resources has been a serious shortage, the contradiction between people and land becomes sharp. Therefore, to protect the safety of land resources and improve the level of sustainable land use, detente the contradiction between people and land become an important issue that land management departments and relevant experts and scholars have to study. This article sets foot on the status of cultivated land resources in Shandong Province, builds the safety evaluation system for land resources, calculates the security value of the indicators, analyzes the protection and utilization of the farmland, identifies the reasens, and proposes the security measures from three aspects of land resources including the quantity of cultivated land resources, the quality of the land resources and ecological environment quality.There are seven chapters in this paper, which can be divided into three parts.Partâ… :chapterl,2. The first chapter introduces the thesis of the background, significence, method, content and innovation; the second chapter discusses the concept of the cultivated land security, the theory and evaluation principles.Partâ…¡:chapter 3,4,5,6. This part mainly builds safety evaluation system from the quantity, quality, and ecological environment quality of land resources in Shandong Province, and gives a comprehensive safety evaluation. Based on the evaluation on the quality of the cultivated land in Shandong Province and influencing factorial analysis of it with relevant date, the assessment of index system, principle and security index on the security of cultivated land in this area will be ascertained in the third chapter. Meanwhile, it is analysed by the method of Dephi and fuzzy relation equation and using entropy law to determine the index weight. Finally, the general security level of the quantity of cultivated land in this area will be worked out in the form of tabular data, which can be made used of for the evaluation analysis. The fourth chapter introduces the quality safety of cultivated land and the factors that have impact on it. Based on the situation of Shandong province, the quality safety evaluation index system of cultivated land is constructed, the overall index values are calculated, and the safety margin of the quality safety of cultivated land is established with the principle of majority and the principle of equipartition. The result shows:The overall quality of Shandong arable land resources is at relatively high level. Before the year 1999, the quality safety of cultivated land goes down, while after the year 2003, it's way up. The fifth chapter use analytic hierarchy process to build the evaluation index system of ecological security of the Shandong Province land, from three aspects influencing ecological security of land resources, including the natural factors, economic factors, social factors. On the basis, by applying to the weighted function method and a comprehensive evaluation, the author finds the level of ecological safety of land in Shandong Province in 1999-2008 in the "risk level". Using cluster analysis, this chapter then analyzed the 20 individual indicators impacting ecological security of land resources, and finds that economic factor is a major factor causing the ecological insecurity of land in Shandong Province in 1999-2008, at the same time, this paper provides the corresponding policies and recommendations to Shandong Province for the construction of ecological security of land as reference. The sixth chapter proceeds the resource security comprehensive evaluation on Shandong cultivated land.Part III:Chapter 7. The cultivated land protection "externalities" causes market defects and market failure, local government "internal sex" can also lead to nonmarket defect and government failure in the current cultivated land protection process. Because of high proportion of revenue, the local government has strong economic and political achievements drivers. Aiming at these problems, the author uses economics and game theory earnestly to analyze its manifestation and influence, and proposes the corresponding solution countermeasures. |
