Background:special cosmetics in China include nine categories, named hair restorer, hair color, perm, hair removal, breast, body, deodorant, beauty cream, and sunscreen. At present, the growth rate of special use cosmetics market in China has been increasing year by year, as well as the number of products and the growing proliferation of product categories. Cosmetics for special effects are very popular. However, the brands of special use cosmetics are mostly from France, Japan, EU and other countries instead of China. In china, approval process of special use cosmetics is more stringent, and the approval cycle is longer and higher cost. The cosmetics update faster, and many businesses have used the "cosmeceutical" and other marketing concepts, cosmetics as special use cosmetics. They have exaggerated effect of special cosmetics which has led to quite a mixed bag of special cosmetics market and the phenomenon of exaggerated publicity, serious damage to the interests of consumers. Although the government has taken means to regulate certain special cosmetics market, but the results are poor, and it need to take effective measures to regulate the special use cosmetics market in China.Objective:(1) Through the analysis of the literature survey and network data to understand the concept, approval number, brand, efficiency and other market conditions of special cosmetics, and the current supervision status, including regulatory authorities, approval procedures, policies and regulations, and scope of test items, labels Management, materials management, supervision and monitoring after the listing. (2) Through literature to understand the special cosmetics regulatory authorities, regulations, labeling, materials management, regulatory and other aspects of the listing of regulation in the United States, Japan, EU and other countries. (3) To propose a regulatory model of special cosmetics from abroad regulatory experiences.Methods:(1) Literature study:Through CNKI, VIP, pubmed, sciencedirect and other database search to understand the concept of special cosmetics, market situation, the regulatory status quo; foreign special purpose of regulation of cosmetics and to find out our regulatory problems for special cosmetics. (2) Survey research:Through the State Food and Drug Administration and other sites of special cosmetics inquiries, to understand the special cosmetics market situation, combined with our regulatory status of special cosmetics, and to learn from the United States, Japan, the EU special cosmetics the regulatory approach for the specification of special cosmetics providing policy recommendations for China,. (3) Comparative analysis: through comparative analysis of the United States, Japan, EU and China in the special use cosmetics, the to compare the differences in supervision and management, drawing on three sophisticated regulatory model for our special cosmetics market norms to provide policy recommendations.Results:Market situation:(1) the number of products special cosmetics is large, and market growth rates is higher, and people are concerned more and more about special efficacy of cosmetics. (2) Special use cosmetics market is mixed, and "drug store", "medicated cosmetics", and "Drug Cosmetic" are co-existing.Regulatory status:the management of special cosmetics in China put more attention on pre-listing. The licensing and approval procedures are more stringent, longer, lack of evaluation of efficacy, and the labeling is confusing. Besides, it is lack of effective ingredients evaluation system for special cosmetics lack of, and the capacity of detection is lag.Recommendation:to play the role of industry associations; focus on labeling management; enhance materials management; enhance the effectiveness of the evaluation.Conclusion:the special cosmetics market conditions and regulatory status of the special use cosmetics is confusing, and it is necessary for the government to take effective measures to regulate the special cosmetics market and protect consumers'interests.
