The great importance of the sustainable use of water, a basic natural resource and strategic economic resource, arises from the urgent need to develop national and global economy in a sustainable way. Therefore, construction of water-saving cities is both essential and urgent. It can promote the scientific exploration and rational utilization of water resources, and help to meet the demand for water in people's livelihood, urban construction and economic development. Coastal cities with abundant water resources constantly encounter water shortage problems of this kind as a side effect of fast economic growth. In view of this, this paper, based on a literature review of relevant theories at home and abroad, advances its own theoretical framework and some approaches to the construction of water-saving cities in contamination-induced water shortage regions. Then, after an in-depth analysis of water supply and demand in these regions, it puts forward some specific measures to construct water-saving cities as well as some guarantee and evaluation systems. An empirical study is also carried out in Taicang, typical of contamination-induced water scarce cities, to verify the effectiveness of the approaches and measures. Finally, some applicable theories and constructive implications are summarized.
