Port economy is a kind of economic model with close connection between Socio-economic development and ports, and also a major medium and an efficient path for a port city spurring regional economy and to actualize urban development strategy. It has been found that Port-economic development and efficient government work are inseparable, and governmental functions play a vital role in the Port-economic growth. In respect that Port-economic cannot expend without government's moderate management and regulation, meanwhile too much intervention will retard Port-economic growth, or being free of government regulation is accord with neither national condition nor efficient use of resources which coursed by market failures. Consequently, it is significant and urgent to analyze Port-economic development, then to discuss the role government plays in the Port-economic growth, and to look for specific measures.This paper brings up some suggestions aimed at Port-economic development based on actualities of Nantong Harbor economic growth by combining comparative analysis, comprehensive analysis and document study. It includes six chapters, and the first is the introduction which contains the background and significance of this subject and main research methods. The second one mostly presents theoretical investigation related with the subject. The third part analyzes current situation and problems of Nantong Harbor. Chapter four discusses government's function in boosting Port-economic development. The fifth chapter gives suggestions of what administration should do to improve Port-economic development. The last part is the conclusion.
