| The certain military research institute is one of the backbone enterprises of one Chinese military group corporation and a state-owed public institution. The research institute is a comprehensive high-tech research & development base and important strength of equipment research for Chinese army in period of information-based battle, which boasts design, development, manufacturing, installation and service for national defense, military and civilian application. Along with the deepening of national economy system reformatory, military electronic industry shakes off the former management system and development mode gradually and makes efforts to establish a new management mode that adapts market economy environment and follows the characters of military electronic typesAiming at the present project management system, this paper points out that the matrix management organization mode is necessary to adopted combined with the practical instance in the certain military research institute according to the modern management theory and standard of PMI. It deeply analyzes key factors in circulating environment of projects and discourse upon choice items and meanings of the project management based on strong matrix organization and balance matrix organization. According to the all kinds of program problems appeared in the course of scientific research and production in the certain institute, it treats of methods and technology of project management how to be applied to established the model of scientific research and production taking the project program as nucleus for military-industrial electronics products.
