Content:The Communist Party of China and Chinese government have been attaching great importance to the "three rural issues" since 2004. Thanks to a variety of favorable policies centering around "direct subsidies to grain, seed subsidies, general subsidies for agricultural and farm machinery purchase subsidy", output of grain and the farmers'income have been increased consecutively for several years in China. With the accelerated economic development of coastal regions and the urbanization process, a large number of rural laborers leave the land to work in non-agricultural industries, resulting in farmers'less dependence on land and the strengthened need of rural land circulation. However, the current agricultural land circulation policy can not meet the desired results, the development of agricultural land circulation market is still very slow, the rate of rural land circulation market turnover is low. This phenomenon has seriously hindered the development of modern agriculture because it does not meet the need of modern agricultural development, which is characterized by the regional distribution, scale of operations and modern industrial management. Therefore, it is of great significance to accelerate rural land circulation voluntarily, legally, orderly in the major grain producing area, which can promote agricultural management in proper scale and grain producing output and increase farmers' income. It is also a necessary requirement for the development of modern agriculture.Referring to the background of rural land circulation, taking into the present situation, factors, strategies and research methods, this paper made review literature, and then adopted empirical analytical method by using correlation analysis and Logit model analysis with questionnaire survey results to illustrate the effects of householder, households and characteristics of policy knowledge and production and management on rural land circulation. Based on the analytical conclusions, this paper presented a series of policy recommendations, including improving the awareness on the importance of agricultural land circulation, enhancing the cultivation of intermediary organizations of rural land cultivation, distributing the circulation revenue properly, giving full play to the social security function of land circulation revenue, which are desired to afford a scientific basis for decision makers.
