With the rapid development of the global economy, in order to survive in the fierce competition, national commercial banks have strengthened the performance evaluation system, and actively promote to improve operating management, prevent and reduce financial risks, and promote the rational flow of economic resources and the optimal allocation to fully mobilize the enthusiasm of the staff.After the joint-stock reform was completed, state-owned commercial banks haven't establish a modern commercial bank structure, and management level is low, and is difficult to adapt to growing market competition, especially facing the foreign banks. Therefore, there is the urgent need for the transformation of management system and operation mechanism, and reconstructing the bank's performance evaluation system to meet the new situation.The paper analyzes the defect of the existing performance evaluation system of the Lishui branch, and redesigns the evaluation system from business outlets, branch departments, staff, client manager and bank teller, according with advancement, incentive, efficiency and continuity. Establish a five-indicator evaluation system for bank nodes, using centesimal grades; adopt the key indicators performance evaluation card to score marketing department, technical support department and security department, by percentile. Evaluate staff from performance and self-capacity, with the processe of planning, communication and counseling, annual performance evaluation and feedback, and set four ratings named excellent, competent, basic competent and incompetent. And the performance results is used in salaries allocation. Finally promote six security measures to ensure optimal reform, emphasizing the leaders'emphasise and support is the prerequisite for success and also need to establish information management system.The innovation of this paper is take the agriculture bank of Lishui as an example and perfect the bank performance evaluation system from business outlets, department, staff and client manager, based on the environment and performance evaluation status of national commercial banks. And it's helpful for the operating management reform of national bank.
