General statistics and measured regression analysis were used to analyze the Shanghai economic effects generated by FDI in Shanghai annual statistical data from 1999 to 2009, and then by determining the index weight, the overall weighted evaluation model on the use of nonlinear analysis to build Shanghai quality assessment system by FDI, and combined with the factor analysis method to investigate the quality of the effects of FDI in Shanghai utilization. Through the empirical testing and comprehensive evaluation, the author found that the quality of FDI in Shanghai generally use as time goes forward and rising. Effect on the classification, the use of the quality of FDI is different, from a technical point of view, FDI in Shanghai to promote technological progress has a significant effect, even on trade expansion and taxes, contribution to employment are also relatively stable, but the quality of economic growth Effect is of the downward trend.Shanghai by changing the direction of FDI to the quality-oriented, it is necessary to adjust the use of targeted FDI policies.
