Inner Quality Of Economic Growth

With the start of exploring the nature and causes of national wealth by Adam Smith, the world-renowned economists have made constant efforts to discuss the source of economic growth and measures to improve the speed of economic growth. China’s Central Economic Work Conference in2012pointed out that deal with the relations with maintaining stable and rapid economic growth, promoting economic restructuring and change of the pattern of economic growth, indicates that our country pay more attention to the stability of economic growth, we can transform the economic development and the adjustment of economic structure to enhance the speed and quality of economic growth. As the rate of economic growth increase annually in Inner Mongolia, a lower starting point easy to reach a high-speed from the view of the general laws of economic growth. The deeper problem is that the high rate of economic growth does not mean the high quality of the economic growth. Improve the quality and efficiency of economic growth and enhance economic development potential is a necessity of sustainable development.In this paper, first, defined the contents that impact on economic growth in the quality, basing on the in-depth description and analysis on the achievement of related research in domestic and foreign theory of economic growth quality; second, established a comprehensive evaluation index system according to the meaning of economic growth quality and evaluation principles; third, basing on the fixed evaluation index system, using the nation’s data in2010and2011,evaluated the30region’s except Tibet’s economic growth quality status by using of factor analysis; forth, combined with the actual regional situation in Inner Mongolia and the result of the factor analysis, evaluated the quality of economic operation, the quality of scientific and technological progress, the people’s quality of life, the quality of resources, energy and environmental and the latent capacity of economic growth in Inner Mongolia separately; finally, combined with the characteristics of the quality of economic growth in Inner Mongolia, put forward operational countermeasures for the main problems existing in the quality of economic growth of Inner Mongolia.
