In recent years, foreign telecom operators have entered the Chinese market one after another. The reorganization and separation of domestic telecom industry presents a multiple competition pattern in which numerous operators and virtual operators coexist. Under the circumstances that such traditional competitive advantages as technology, networks, capital are gradually weakening, it is necessary to maintain and enhance the core competitiveness of enterprises by constantly creating new competitive advantages. Performance management plays a vital role in the process of enterprise development, thus attracts attention from many enterprises. This paper takes the government-enterprise customer service manager'competence and performance evaluation system of sub branches of BS city of China Telecom as an example, aiming to provide some reference for the telecom industry to improve the grass-roots'human resource management level and stimulate enterprises'potential more effectively.First of all, via background analysis, the paper proposes the research questions, and analyzes the significance and purpose of the research. On this basis, a comprehensive analysis of the relevant theoretical basis of the study is presented, and the contents, basic methods and ideas of the study will be put forward. Then by analyzing the origin and development course of the Government and Enterprise Customers Department of BS Telecom, and its organizational structure and functions, the paper tries to fully explain the performance status and the main evaluation methods of BS Telecom, and points out the deficiencies existing in the current evaluation. After that, by mathematical statistical methods and questionnaire survey method, the study makes an analysis of the problems and main factors influencing the government-enterprise customer service manager'competence and performance evaluation of BS Telecom, thus constructing an evaluation system for government-enterprise customers'competence and performance according to various angles such as the principles and design scheme of the Index System, the organization and management. Finally, the paper put forward the implementation guarantee for the government-enterprise customers'competence and performance evaluation system, such as the guarantee measures, policies, methods of operation and control methods, etc.
