As the competition in the area of mobile telecom is getting more fierce today, the function mode of telecom which focus mainly on the quality of customers service is undergoing a fast shift from business-centered to customer-centered. Those group and business clients are the core factors in gaining the company's profits and maintaining the sustainable development .Accelerating the amout of business partners with the whole group, forcing the management in group and big business partners and marketing and service, and raising the customers'loyalty and satisfaction have become the strategic mission that are highly recognized by each functional partners.As the higher level market of hubei mobile telecom is getting saturated and the market of big clients is getting more fierce ,the service competition has replaced the price competition. Clients manager is a window to the mobile service clients and the direct correspondent beween hubei mobile telecom and big clients. They play big role in gaining and maintaining the loyalty and satisfaction of big clients. In this case, we have to attract more talented people into the group of customers'managers, while maintaining existing excellent talents. Therefore, how to design a set of scientific performance evaluation system has become a new yet important issue .The paper is based on the theory of performance evaluation and it relates the practical situation in hubei mobile, It explore the method of customers'managers performance evaluation and related measures, and hope to find a good way to the whole mobile telecom and whole telecom companies.The paper firstly list the current situation and performance evaluation method of both domestic and abroad, the it analyzes the position ability and position traits and position evaluation, then analyze the performance evaluation of clients managers'rules ,traits and nowadays problems. finally it explores the construction of the hubei mobile clients'performance evaluation system and performance evaluation preparation and the restructure in the group of the clients managers and performance evaluation system. Based on those ,it introduces Hubei mobile clients'managers function and trace details. At last,it gives an example of hubei mobile jianghan branch and analyze the outcome of clients performance evaluation.
