With the coming of new economic era, all kinds of enterprises face the keen competition. As a kind of key formation of production decentralization, outsourcing plays an important role because of its flexibility and cost advantage. In 1980s, keeping the best and outsourcing the rest became the strategy principle of maintaining and strengthening enterprise's core competition.Human resource management outsourcing (HRMO) is one kind of the outsourcing. It developed from human resource department transformation of the function. Enterprises gradually took the repetitive, indifferent, routine work, for example, employee recruiting, training, education, benefit, MIS, to other professional firms, while other function referring to firm secret still controlled by inner departments. The facts manifest that HRMO put a force on HRM and organization operation, then make HRM and technology management more efficient and lower cost.Nowadays, in China, the scope of HRMO is expanding, the firm providing HRMO services become more and regular, the research of HRMO theory is more deeply. Therefore, a lot of problem stand out, for example, irregular of operation procedure, lack of scientific decision system of HRMO is the key point of this paper. With the case studying of HRMO, I hope to help firms implement HRMO better, and make the HR department become strategy management sector of the enterprise, and coordinate the HRM with firm strategy.
