Study On The Government Supporting Strategy To "endogenous" Low-barrier Clusters' Innovation

The"endogenous"low-barrier clusters,which take"a rural a goods, a town a industry"for their typical feature,have done a significant contribution to animate our rural economic and helped farmers to get rich. Nowadays, most of the"endogenous"low-barrier clusters are full of worrying situations: the competition of homogeneous products is severely, meanwhile, such clusters lack of technology and innovation, which makes them create their competitive advantage with low price of labor cost and resources, none of that can show the"endogenous"low-barrier clusters can develop sustainably. In order to increase farmers'revenue and accelerate the process of urbanization,such kinds of problems have been leaded to our government as core issues. However, solving the employment problem for the excess labors in rural areas is one of the approaches to increase farmers'income and accelerate the process of urbanization. As a principal form exists in the traditional rural industries,the"endogenous"low-barrier clusters are leading a significant role in solving the employment of the superfluous agricultural workers and enhancing rural economic development with their advantages of low-barrier to enter into and high employment rate. Therefore,it is an important object to research how to promote such kinds of clusters'industrial upgrading and innovation, so as to solve the"Three Rural Issues"problem.This dissertation is divided into six parts,the first chapter introduces the background,significance,writing ideas and main contents of this article. In the second chapter,it tells the conceptions of industry clusters,clusters innovation,the government supporting strategies for innovation,and so on. Next,the third chapter introduces the related analysis tools,with which to analyze the development and innovation situation of the low-barrier clusters;Afterwards, it tells government's supporting strategies in clusters'innovation, and then analyze the optimal situation for financial input assistant. The following section is an analysis for Bishan, and finally some related supporting strategies for the"endogenous"low-barrier clusters in backward district of western China are proposed while a prospect for the further research is advanced.The innovation of this article is that the supporting strategies for government to assist the innovation of the"endogenous"low-barrier clusters are divided into two parts just as policy assistant and financial input assistant. Furthermore, it proposes an appropriate policy for such clusters mentioned before. Meanwhile,it analyzes the clusters'innovation with a dynamic and development sight,which makes the research more practically and more efficiently. The advices mentioned above are not only a guide for the innovation and upgrading of clusters in Bishan,but also has a reference value for"endogenous"low-barrier clusters which have the same background and current situation.
