In the global economy, industrial clusters have got more and more attentions becauseof its strong vitality and pulling force to the regional economy. And the low-barrierclusters’ development and booming in the west of our country has made specialcontribution to the strategy of west-development. But they always fall into the difficultyof innovation and upgrading. Nowadays, it is a universal practice to introduce a corecorporate in the low-barrier clusters so that they can realize the purpose of innovation andupgrading, but the results are very different. So this practice has produced a lot ofcontroversy in this field of researching.Because of this, this paper developed three loops in the aspect of acknowledge,manpower and logistics with the method of system dynamics and the reference resourcesof the scholars, so that we can analyze the mechanical of the driving effect from the corecorporate to the low-barrier clusters, and explore how the core firm’s transferred degree,the local government’s complementary policy and the cluster’s learning ability affect thecore firm’s driven effect. Further more a flow chat has been developed based on the threeloops and used to simulate, and the conclusion of the loops has been proved: therelationship between the core corporate and the low-barrier clusters is not certain, it canbe influenced by the element of the core firm’s transferred degree, the local government’scomplementary policy and the cluster’s learning ability, and the former has the decisioneffect to the core firm’s driving effect, but the latter two can strengthen it in the samedirection.After choose and introduce the core firm scientifically, it is also very important topromote efficient interactivity between the introduced core firm and the low-barrierclusters, especially in the field of knowledge, so that the introduced core firm’s drivingeffect can be brought to play better. Particularly, it is very important to develop aknowledge network in the low-barrier clusters which centre about the introduced corefirm. Therefore, the method of evolutionary game theory has been used to explore themutual act rule between the introduced core firm and the low-barrier clusters in theprocess of knowledge network developing, and the gains of this process have beendivided innovatively into direct gains which got from the counterpart corporate andindirect gains from the clusters in the pay-off matrix. Finally, the research proves that therelationship between the benefit and cost of a corporate when it took part in the process of knowledge network developing on the premise of the counterpart corporate choose thetactic of “develop” is a critic element to develop an effective knowledge network, and therelationship between the benefit and cost of a corporate when it took part in the process ofknowledge network developing on the premise of the counterpart corporate choose thetactic of “not-develop” only influence its evolution track.
