Research On The Performance Evaluation Of Technology Business Incubators

Since the first technology business incubator was established in China in 1987, in around twenty years, our country has already become the No.2 incubator power in the world, only second to the U.S.A. Along with the increasing social and economic status of technology business incubators, more and more domestic scholars have begun to study how to evaluate the performance of incubators. Incubator performance evaluation is an international problem, by now there is no unified theory and method. As our technology business incubators started fairly late, business incubator performance evaluation is relatively lagged.On the basis of reviewing of the literature home and abroad about incubator performance evaluation, the paper analyses the development status of China's technology business incubators, current situation of their performance evaluation and existing problems, by the comparison between the performance of the technology business incubators and that of the government, on the basis of"3E"model which aims to evaluate the performance of the government, the paper proposes the assumption of"3E+Q"model established to evaluate the performance of technology business incubator. Combined with the telephone interviewing with some management staff of Hubei Provincial Technology Business Incubator, we confirmed the index system of"3E+Q"performance evaluation model and relative importance of its one grade index. By the comprehensive analysis method composed of Delphi method, AHP(Analytic Hierarchy Process) and variation coefficient method, empirically study"3E+Q"performance evaluation model by taking 14 state-level technology business incubators in Hubei for examples, and finally reaches into an relatively objective evaluation result on the incubators.The main research fruits of the paper include: Set up"3E+Q"performance evaluation model and confirm its evaluation index system; on the basis of empirical research, by the opposite and correlation analysis, proves the effectiveness of "3E+Q" performance evaluation model, its evaluation index system and comprehensive analysis method.
