Research On The Performance Evaluation Of Technology Business Incubator

As a platform to cultivate competitive enterprises and entrepreneurs,Technology business incubator is an important carrier of the industrialization of innovation achievement,and it is the supporting force to promote the development of small and medium-sized enterprises.Thirty years of development experience shows that: the healthy growth of technology business incubators play an important supporting role in the growth of entrepreneurial enterprises,but also one of the main reasons for entrepreneurial enterprises to enter the incubator.Under the background of construction of innovative countries,promoting independent innovation,and encouraging innovation and entrepreneurship,the competitive market of incubator has been formed.The competition mechanism of survival of the fittest promotes the incubator must enhance the ability of sustainable development,enhance the ability of continuous creation of employment,and optimize the development direction.What’s more,the level of the incubators’ performance directly affects the level of incubation.Therefore,the performance evaluation of incubators has become one of the most important issues in the development of incubators.Firstly,this paper summarizes the concept and classification of incubator,the combing concept of performance evaluation,and the researches of technology business incubator’s performance evaluation at home and abroad.Combining with the relevant principles of establishing the evaluation index system,we construct the index system for performance evaluation of technology business incubator.What’s more,according to the index weight from the perspective of economic benefits,we make a preliminary evaluation on overall level for all the provinces’ incubators.Then taking the 27 provinces’ technology business incubators in our country as samples,and using data envelopment analysis(DEA)method,we establish the operating efficiency evaluation model,and make an empirical analysis of all the provinces’ technology business incubator from the operation efficiency.We make a K-means clustering analysis of the efficiency of technology business incubator with pure technical efficiency and scale efficiency as variables.It can be seen from the analysis results that the problems in the allocation of resources of the technology business incubator in China is more prominent.So,we should improve the existing portfolio of resources input and output,and effectively control the resource redundancy and waste;On the other hand,some continuous improved technology business incubator efficiency is so low that encuber the overall level of efficiency of technology business incubator.So,we should focus on and study on improving the efficiency of this type of technology business incubator.Finally,combining with the empirical analysis on the different operational efficiency of each province’s technology business incubator in China,we get some improvement measures,which has an important theoretical and practical significance to improve the development of China’s technology business incubator.
