China is the country with giant amount of marine food production, consumptionand export as acknowledged by the world. Particularly, the mariculture industry hasembraced its favorable development momentum after21stCentury. According to thedata in year2012, the total value of marine food economic output has reached226,454billion Yuan, while the total output of marine production has reached16,438milliontons. Under the threat of food safety globally, it has become a significant goal formariculture industries in sustainable development to provide sufficient and qualitymarine food. Therefore, how to describe the situation and management output ofmarine food safety for real and objectively? It is a workable approach to establish acomprehensive, integrated and effective security system for mariculture.This paper has utilized the analysis method from management to provide thesolution. It takes the theory of food safety, the aquatic product theory, qualitymanagement model theory and the theory of brand of agricultural products as thetheoretical foundation, refers to the experience from aquatic product safetymanagement from developed countries, and combines with the model of game theoryanalysis. Consequently the supply chain of marine products has been divided intothree stages respectively cultivation, processing and market, and the relevant researchof system on the possible risks in food safety on respective stages has been developed.With the analysis of statistical data and case study, finally the theoretic framework ofsafety system of marine food in integration has been formulized.This paper is arranged in11chapters, while Chapter1is introduction, followedby relevant theoretical review in Chapter2. Chapter3is mainly about themanagement experience of marine food safety of developed country. while Chapter4is the general description of domestic marine products food safety. Chapter5hasdiscussed the game model focus on the motivation of government and enterprises. Themain body of this paper consists of Chapter6, Chapter7, Chapter8and Chapter9, respectively the marine products food safety security system of production stage, themarine products food safety security system of processing stage, the marine productsfood safety security system of market, and the comprehensive security system ofmarine products food safety. For Chapter10, it discussed the most important links.As mentioned above, Chapter6,7,8and9are the main bodies of this paper. Themarine products food safety security system of production stage is the upstream nodein the supply chain, and is the production node of the fresh marine food and seafoodraw material processing. The forage, fishery medicine, quality of water and theoffspring seed are the four key factors that affect the marine products quality.Therefore, this chapter has developed the security system based on the four keyfactors, with the help of seawater healthful aquaculture system, seawater aquacultureprevention and cure of diseases, disaster protection of seawater aquaculture industriesand the supervision and random checking at place of production. The marine productsfood safety security system of processing stage belongs to the processing of seafood,which has significant influence to the quality and safety of seafood. Therefore, thischapter has commenced with the GMP, SSOP and the market access system of foodquality and safety, and put the aquatic product processing raw material, processingenvironment, factors of workers and food additives into research as well. The marineproducts food safety security system of market has several main nodes, such astransportation, storage, wholesale and retail. Therefore, this stage is the key node formarine food entry the market, including traceability of aquatic products, circulationand safety management of aquatic products, inspection and detection of aquaticproducts quality and safety, and the recall of aquatic products. The content incomprehensive security system of marine products food safety will play a thoroughrole to protect the safety of marine products rather than a system independent from thecultivation, processing or market. Therefore, this chapter is with most complicatedsystem, most complex structure and more integrated arrangement, includingstandardization establishment, aquatic product quality-safety certification, food safetylaws and regulation system, socialist moral system construction, aquatic productbrand building, aquatic product safety risk analysis and precaution system, fishery industrialization development, personnel cultivation and training system, enterprisecultural construction, aquatic product safety information platform, social securitysystem construction and fishery technology innovation, etc.Based on the above analysis and Chapter10, this paper has pointed out the key inconstruction of marine food safety security system is the construction of CPMCsystem, which is the system of cultivation, process, market and complex system.Actually, it is the effective integration of Chapter6, the marine products food safetysecurity system of production stage, Chapter7, the marine products food safetysecurity system of processing stage, Chapter8, the marine products food safetysecurity system of market, and Chapter9, the comprehensive security system ofmarine products food safety. The construction of the whole system is to cover thewhole supply chain of seawater aquatic products supply chain, pursue the “four zeroprinciple” which respectively the zero dead angle in management, zero loophole, zerotolerance and zero risk, and finally to contribute to the promotion of seawater aquaticproduct food security.
